How do I find Google Ads audience segments that no campaign uses?

Your data segments keep collecting people whether or not a campaign uses them. How to find the idle ones, and add them where bidding can learn from them.

Why an idle segment matters

Your data segments are the lists you build from your own data: people who visited pages on your site, used your app, or are on a customer list you uploaded. A visitor joins a segment within seconds of loading a page with your Google tag, and stays for the membership duration you set, 30 days by default and up to 540.

A segment does nothing for your ads until you add it somewhere. Added to a Search campaign under Observation, it doesn’t narrow who sees your ads, and Google says Smart Bidding uses first-party segments added that way as signals. Under Targeting, it limits the ads to the people in it. As an exclusion, it keeps them out: your existing customers, say, from a campaign meant for new ones.

Customer lists are the exception. Google says campaigns using Smart Bidding and optimized targeting “automatically include all the Customer Match lists in your account,” unless you turn that off.

An idle segment isn’t losing money, so Goldbeater calls it an opportunity: the work of building it is done, and none of it reaches your bids. Left long enough, it goes. Google closes a segment that no campaign or ad group has used for 540 days.

How to find them by hand

  1. In Google Ads, open the Tools icon, then Shared library, then Audience manager. You land on Your data segments, with each segment’s type, membership status and size on each network.
  2. Note the open segments big enough to serve. Google’s minimum is 100 active users in the last 30 days on Search, Display or YouTube; a customer list uploaded before 1 February 2024 still needs 1,000 matched users.
  3. Open Audiences under Audiences, keywords, and content in the Campaigns menu. It shows the segments added to your campaigns and ad groups.
  4. In each Performance Max campaign, open the Audiences section under each asset group. Its audience signal names the segments it uses.
  5. A segment on your first list and in none of the others is idle, unless it sits inside a combined segment that’s in use.

Before you call a customer list idle, open the Admin icon, then Account settings, and find the Customer Match section. If Use all Customer Match lists in Smart Bidding or Optimized Targeting is ticked, your Smart Bidding campaigns already use every customer list, added or not.

How to put one to work

For a website visitors segment on a Search campaign:

  1. Open Audiences under Audiences, keywords, and content in the Campaigns menu, and choose Edit audience segments.
  2. Pick the campaign or ad group, find the segment with Search or Browse, and tick it.
  3. Choose Observation, which Google recommends for Search campaigns, and save.

To add one segment to many campaigns at once, start from Audience manager: choose the segment, then Add to, then Campaigns. Tick the campaigns, press Next, choose the setting and press Add audiences.

For a customer list, the usual uses are an exclusion on campaigns meant for new customers, or a place in a Performance Max asset group’s audience signal. Every account in good standing can use a customer list for Observation and exclusions; Targeting needs 90 days of Google Ads history and more than $50,000 of lifetime spend.

If a segment is out of date and you won’t use it again, close it rather than leave it on the list.

What Goldbeater shows you

Every week Goldbeater reads every open segment in the account, and every place one can be used: ad groups, campaigns (targeted, observed or excluded), Performance Max audience signals, and combined segments that are themselves in use. An open segment of 1,000 people or more on Search or Display that none of them reaches is a finding: medium for a customer list, low for anything else. It skips read-only segments, which Google made rather than you.

It drafts no change, since where a segment belongs is a decision about your campaigns. The finding says where it could go.

What to do

Add “Cart abandoners (30 days)” to your Search campaigns as an observed audience in Google Ads, so bidding can learn from it without narrowing who sees the ads.

What would change

No single setting fixes this, so Goldbeater drafts no change. The steps under What to do are the fix.

What it doesn’t read. Goldbeater doesn’t read the Customer Match setting. If it’s on, a customer list it raises is already in use by your Smart Bidding campaigns, and you can ignore that finding.

Questions

Observation or Targeting? For a Search campaign that already has keywords, Observation. It leaves your reach alone, shows you how the segment does, and gives Smart Bidding the signal. Targeting shows your ads only to the people in the segment.

How big does a segment need to be? At least 100 active users in the last 30 days on the network the campaign uses, or 1,000 matched users for a customer list uploaded before 1 February 2024. Goldbeater waits until a segment reaches 1,000 before raising it, so a list that’s still filling up doesn’t crowd your findings.
